Yes. On many systems the blower starts before the heat exchanger has warmed up, so the first thirty to sixty seconds of every cycle is room-temperature air. Judge the furnace by the whole cycle, not by the first minute.

Thermostats have a fan control with two positions, and most people never touch it.
Set to auto, the blower runs only while the furnace is producing heat. Set to on, it runs continuously, which means that for most of any given hour it is circulating room-temperature air through the ducts and out of every vent.
The symptom that gives it away is cold air from every register with the furnace clearly not running, alternating with genuinely warm air when it does. That is not a fault, and switching the fan to auto ends it.
Cold for the whole cycle: lockout
A furnace blowing cold air for a full cycle, with the blower running throughout, means the burner never lit.
A modern furnace tries to light three or four times, looks for a flame with a sensor each time, and stops trying if it never finds one. That state is called lockout, and it is deliberate: it prevents unburnt gas accumulating in the heat exchanger.
Clear it once. Switch the furnace off at its own power switch, wait a minute, and switch it back on.
Watch a full cycle. If it lights and runs, something transient caused it.
Do not keep resetting. Repeated cycling of a furnace that cannot prove a flame is the one homeowner action that adds real risk.
Usual causes: a dirty flame sensor, a failed igniter, a blocked condensate drain on a high-efficiency unit, or a restricted flue.
This one has a signature you can time. Warm air arrives after the usual delay, lasts perhaps thirty to ninety seconds, then goes cold while the blower keeps running.
The cause is almost always the flame sensor, a thin metal rod that sits in the burner flame and confirms combustion by conducting a tiny current. It accumulates a film of oxide over years, the current drops below threshold, and the board concludes there is no flame and shuts the gas valve.
It is one of the cheapest repairs in the trade, frequently inside a single labor hour, and it is worth mentioning the pattern when you call because it points a technician straight at it.
Overheating and the limit switch
The third pattern is the one that matters most, and every ranking page names the part without explaining the cycle.
If airflow across the heat exchanger is restricted, by a blocked filter, closed vents, or a failing blower, the exchanger gets hotter than design. A high-limit switch cuts the burner to protect it and leaves the blower running to carry the heat away, which is exactly why cold air comes out.
Once things cool, the burner relights and the whole thing repeats. That loop is what people describe as a furnace that heats a bit and then blows cold on and off all evening.
Repeated overheating is how heat exchangers crack
A heat exchanger that is repeatedly driven past its design temperature and then cooled fatigues, and a cracked exchanger is the fault that lets combustion products including carbon monoxide into the air being blown through your house. If the furnace is cutting out on temperature, do not keep running it. Replace the filter, open every vent, and if it continues, switch it off and get it inspected.
Should I turn the furnace off?

Not if it is locking out repeatedly, lighting and dropping out every cycle, or cutting out on temperature. Those three all get worse with continued running. It is fine if the cold air is only the first minute of a cycle and then turns warm.

Electric furnaces fail differently
